The U.S. cosmetic market is entering a new era of compliance with the Modernization of Cosmetics Regulation Act (MoCRA). Starting in 2025, stricter rules will apply to every cosmetic brand and supplier entering the U.S.

Key highlights include:

Facility & Product Registration – All domestic and foreign manufacturers must register with the FDA and update every two years.

Product Listing – Each cosmetic must be listed within 120 days of marketing, including ingredient details.

Adverse Event Reporting – Serious incidents must be reported to the FDA within 15 days.

Recall Authority – The FDA can now enforce mandatory recalls.

GMP Standards – Good Manufacturing Practices rules will be finalized by the end of 2025.

For international suppliers, these changes mean no shipment is too small to escape scrutiny. Even samples and low-value imports will be subject to FDA review.
